AC–2015ATM <br />PPROPRIATIONOMMITTEE <br />FundsFunding Committee <br />Article 29: Appropriate for Prior <br />RequestedSourceRecommendation <br />Years’ Unpaid Bills <br />Pending <br />UnknownUnknown <br />As of publication, the Committee was not aware of any unpaid bills from prior years. <br />This Committee will report further when the Article is taken up. <br />The Committee has taken no position on this request. <br />FundsFunding Committee <br />Article 30: Amend FY2015 <br />RequestedSourceRecommendation <br />Operating, Enterprise and CPA <br />Budgets <br />Pending <br />UnknownUnknown <br />A recommendation from the Town Manager, Town staff, and the Board of Selectmen regarding actions, if <br />any, under this Article is not expected to be available until after the Annual Town Meeting commences. <br />Consideration of this Article, which is included in every Annual Town Meeting Warrant, is normally de- <br />ferred until the end of town meeting to allow Town staff to coordinate the final adjustments to the prior <br />year’s budget into a single motion. This Committee will report further when the Article is taken up. <br />Retire $1,000,000 of debt for Cary Memorial Building Renovations <br />Under Article 2 of the March 2014 Special Town Meeting, $8,677,400 was appropriated to fund renova- <br />tions to the Cary Memorial Building. Of this amount, $8,241,350 was requested in CPA funding to be <br />financed through the issuance of debt. A Bond Anticipation Note (BAN) in the amount of $3,286,000 was <br />issued in June 2014. The BAN came due in February 2015, at which time a bond of $6,569,000 was is- <br />sued comprised of two components: the conversion of $2,286,000 from the June 2014 BAN to long-term <br />debt ($1,000,000 less than the original amount), and new financing of the project in the amount of <br />$4,283,000. <br />In February 2015, the residual $1,000,000 of the June 2014 note was refinanced as a BAN with a term of <br />4 months. When this note comes due, it is proposed that it be retired with cash from the CPA fund. This <br />change requires an amendment to the FY2015 CPA budget. <br />This Committee will report further when the Article is taken up. <br />The Committee has taken no position on this request. <br />FundsFunding Committee <br />Article 31: Appropriate for <br />RequestedSourceRecommendation <br />Authorized Capital Improvements <br />Pending <br />UnknownUnknown <br />As of publication, no action was planned under this Article.
