Recurring cost will <br />continue to be irrigation water. <br />The expected life of this field, after renovation, is 10 years. <br />Recreation. <br />Eligible for CPA funding as <br />Article 8(k) Park and Playgrounds ADA Accessibility Study - $78,000 <br />This appropriation will fund a Lexington Recreation Facilities and ADA Compliance Study of Lex- <br />ington recreation areas, which will determine need for accessibility improvements. The study will <br />include a facilities compliance assessment, recommendations and options for probable costs for play <br />equipment, facilities access, signage, handicapped parking, accessibility pathways, accessible and <br />non-compliant seating, bleachers, picnic facilities and golf course buildings. <br />As a result of the study, a written Transition Plan will be developed and incorporated in future capital <br />plans. <br />Recreation. <br />Eligible for CPA funding as <br />Article 8(l) Park Improvements - Hard Court Resurfacing - $55,000 <br />This request is to rehabilitate the basketball courts at Sutherland Park and Marvin Park by recon- <br />structing the courts and installing new backboards/poles. The current structures have extensive cracks <br />and frost heaves, which will require reconstruction. <br />The expected replacement frequency after repairs is 12 years. <br />Recreation. <br />Eligible for CPA funding as <br />Article 8(m) Lincoln Park Field Improvements - Phase 3 <br />Funding <br />Amount <br />Source <br />GFDebt$236,500 <br />CPA$220,000 <br />Recreation EF$193,000 <br />Total$650,000 <br />This is the third phase of a three phase capital project addressing safely and playability on the syn- <br />thetic fields at Lincoln Park. <br />In this phase, the Lincoln Park #3 synthetic field will be removed, partially recycled, and replaced <br />with a similar synthetic carpet and fill-in. Drainage will be inspected and repaired if needed, and the <br />subsurface will be laser graded prior to synthetic surface installation. Walkways around the field will <br />be rehabilitated. The walkway edging near the bathroom will be replaced, and a guardrail will be <br />added to prevent vehicles from driving on the synthetic turf. <br />The Lincoln Park synthetic fields were installed in 2003, and had a life expectancy and warranty of <br />10 years. In the high use areas, the fibers are beginning to show wear and tear, start falling off the <br />carpet, or are split/broken giving the appearance of a scouring pad. Synthetic surface replacement is <br />necessary, but the underlayment and drainage system can be used for two or three turf replacements. <br />The improved field condition will reduce the need for DPW and Recreation staff hours and equip- <br />ment for emergency repairs. <br />22 <br /> <br />
