PUBLIC COMMENT 3. MINUTES Approval of Minutes of Regular Meeting of April 13, 2021 Upon motion by Richard F. Perry and seconded by Weidong Wang, the Board voted to approve the Minutes of the Regular Meeting of April 13, 2021, all members having received copies. Perry Mark McCullough Weidong Wang Approval of Minutes of Annual Meeting of April 13, 2021 Upon motion by Weidong Wang and seconded by Richard F. Perry, the Board voted to approve the Minutes of the Annual Meeting of April 13, 2021, all members having received copies. Perry NONE Nicholas Santosuosso Mark McCullough Weidong Wang Melinda Walker 5. EXECUTIVE DIRECTOR'S REPORT A. LHA Financials Upon motion by Richard F. Perry and seconded by Melinda Walker, the Board voted to table the April 2021 Financials to the June 2021 Meeting. Secure Energy-Jodi Mauer; gas rate renewal contract Jodi Mauer from Secure Energy presented new gas rates to the board. Natural gas is at a 20 year low right now. Our current contract is from 5/2019 through 5/2022, locked in at $6.318. The current rate is 4.951. Jodi advised the Board that this is a good opportunity to lock in this lower rate before it starts to rise. Upon motion by Melinda Walker and seconded by Richard F. Perry, the Board voted to lock in the gas rate of 4.951 for the next 36-month contract, beginning 5/2022. Project Updates 45 Forest Street This project is to extend the kitchen and enclosed porch. Originally it went out to bid in February 2020 and LHA signed a contract with Kinsellabuilt. All projects were paused soon after due to COVID. We reached back out to the contractor in September 2020 and the contractor stated they would begin the project in February or March 2021 but there would be a Change Order due to construction costs increasing. We did not hear anything from them so reached back out in April 2021. The contractor stated they did not want to continue the project. It is in the best interest of LHA to re-bid the contract instead of a Change Order. We have terminated the contract and the project is going back out to bid. The Town will hold the permit so we don't need to pay for a new one. Air Source Heat Pumps The contractor did a mockup interior installation at two unoccupied units at Vynebrooke Village. There have been no issues so they will begin the occupied units this week. This should take 6-8 weeks then they will begin Greeley Village. Vynebrooke Village Mod-Phase The civil surveys and test pits are completed so the exact location of wetlands and buffer zones are known. The proposed additions to the back of building 42 are located within the 50"buffer zone. The architects are meeting again with the Conservation Commission to see if Karen Mullins can give guidance to move forward. There was a meeting last night between the Conservation, the architect and design crew. Caileen is awaiting meeting feedback so we can submit a mitigation proposal. Federal Window Project Construction is scheduled to begin 5/24. D. Tenant Board Member Update Letters went out to all tenants informing them of the new tenant Board member position. If interested, they will fill out the form and return to the Town Clerk. The deadline is 6/15/21. The list will be given to the Selectboard to discuss and appoint after a joint meeting with LHA Board. E. Juneteenth Holiday The Governor has announced this to be a state holiday starting in 2021. DHCD confirmed it is a holiday for state employees. Local Boards can vote to add this to Personnel Policy. 3 Upon motion by Melinda Walker and seconded by Weidong Wang, the Board voted to approve June 19 as a holiday for LHA employees.
