The facility improvements listed will require bonding with the expectation <br />that the majority of the funds will require the Town's voters to approve <br />the funding as debt excluded from the limitations of Proposition 21/2. <br />Notwithstanding how essential those debt exclusions are to the success <br />of the Town's long -range plan for its facilities, this Committee makes no <br />recommendations as to if, when and how to package the requests, first to <br />Town Meeting, for such exclusions as that decision lies with the Board of <br />Selectmen. <br />c. Finally, the Committee strongly recommends that the yearly Town budget <br />include an amount that would be dedicated to expanding the Town's ability <br />to aggressively address the capital projects, which would both extend the <br />projected life of existing Town buildings and facilities, where practical, and <br />ensure the Town achieves at least the projected life of the buildings and <br />facilities. <br />The following table summarizes the Committee's findings regarding the Town <br />buildings and facilities addressed in this report. <br />TOWNWIDE FACILITIES MASTER PLANNING E -3 <br />
