Minutes of the Community Preservation Committee <br /> Executive Session <br /> Thursday, December 15, 2016 <br /> Parker Meeting Room <br /> Town Office Building <br /> 1625 Massachusetts Avenue <br /> 5:30 PM <br /> Committee Members Present: Marilyn Fenollosa (Chair), Dick Wolk (Vice-Chair); Norman <br /> Cohen, Charles Hornig, David Horton,Jeanne Krieger, Robert Pressman, Sandra Shaw, Melinda <br /> Walker <br /> Administrative Assistant: Elizabeth Mancini <br /> Other Attendees: Alex Dohan, Conservation Commission; Bill Kennedy; LexHAB. Wendy Manz, <br /> Capital Expenditures Committee liaison to the CPC was invited to stay for the Executive Session. <br /> At 5:30 PM, upon a motion duly made and seconded, it was voted by roll call (9-0) to go into <br /> Executive Session under Exemption 6 to consider the purchase, exchange, lease or value of real <br /> property and to reconvene in Open Session for the purpose of adjourning; the Chair declaring <br /> that an Open Meeting might have a detrimental effect on the negotiating position of the Town. <br /> 1) Due Diligence Funds- 39 Highland Avenue- Ms. Dohan and Mr. Kennedy appeared <br /> before the CPC to explain the need to utilize $15,000 from the FY17 Administrative Fund <br /> for due diligence services for a potential land acquisition. Both the Conservation <br /> Commission and LexHAB are involved in negotiations due to the property's potential for <br /> both conservation and community housing. Ms. Dohan explained that the parcel of <br /> interest is contiguous to an existing conservation property. Mr. Kennedy advised that <br /> there are existing buildings on the property that may be suitable for affordable housing <br /> purposes. <br /> $15,000 would be used to cover two appraisals and associated land planning for the <br /> property. Ms. Dohan advised that the acquisition of the property would not be ready to <br /> bring forward to Town Meeting for another one or two funding cycles. <br /> While the requested funds were already approved under Article 8(q) of the 2016 Annual <br /> Town Meeting, the CPC voted (9-0) to allow for$15,000 to be utilized from the <br /> Community Preservation Fund's administrative account for appraisals and land planning. <br /> 1 <br />
