<br />7/10/13 Minutes <br />Minutes <br />Town of Lexington Appropriation Committee <br />July 10, 2013 <br />: Ellen Stone Room,Cary Memorial Building,7:30p.m. <br />: Glenn Parker, Chair; John Bartenstein, Vice Chair and Secretary; Alan Levine; <br />Susan McLeish; Eric Michelson; Jonina Schonfeld;Rob Addelson (non-voting, ex officio). <br />Members Absent:Robert Cohen; Mollie Garberg;Richard Neumeier. <br />Other attendees: Andrei Radulescu-Banu, Town Meeting Member <br />The meetingwas calledto order at 7:40p.m. <br />Announcementsand Liaison Reports: <br />1.Eric Michelson, liaison to the Community Center <br />Advisory Committee (CCAC), attended that committee’s first meetingand reported that: <br />The CCAC is chaired by Michelle Ciccolo of the Planning Board and has substantial <br />support from Townstaff. <br />Itis focused on helping the townmove to and occupy the new Community Center <br />buildings within two months after the sale. The town must occupy the buildings within <br />two months to avoid incurring certain insurance costs. TheCCACisreviewing staff <br />requests related to the move. <br />TheCCACis working witharchitects to determine what revisions are neededto bring <br />the buildingsup to code. Thearchitects will also helpwithlonger-term planning and <br />design.The CCAC wants to involve the community as much as possible. <br />Additionalmoney will be needed to fund occupancy costs,and a request will bebrought <br />before a special town meeting, which will probably be in November. <br />Alan Levine, liaison to the Ad Hoc Town-wide Facilities Master Planning Committee(FMPC), <br />reported that theFMPCis putting the finishing touches on its report, but that reportwill still leave <br />many questions unanswered. <br />It was reported that Charles Lamb is leaving the Capital Expenditures Committee (CEC). Wendy <br />Manz will join the CEC. It is unknown who will become the new CEC chairperson. <br />Minutes: <br />2.Minutes of the June 12, 2013 meeting were approved with minor technical <br />changes. <br />Reviewof3% transfers and other adjustments to the FY2013 budget <br />3.-Mr. Addelson <br />presented an exhibit titled “Proposed FY2013 Year-End Transfers,” which showedexpected deficits <br />in certain departmental personal services and expenses line items, including the lines that cover <br />snow removal.
