U <br />Members: <br />Appointed by: <br />Length of ten <br />Meeting times: <br />Staff- <br />Liaisons: <br />5 <br />Board of Selectmen <br />3 years, staggered <br />As necessary <br />Selectmen's Office <br />Town Manager, Selectmen <br />The Community Farming Committee (the `Committee') will monitor the operations of any entity <br />operating a coininunity farm on Town -owned land. The Committee shall make regular reports to the <br />Board of Selectmen that include an evaluation of the operator(s): <br />® Operational/site plan; <br />S Educational programming; - <br />® Financial condition; <br />Y Enviromnental practices; - <br />• Compliance in meeting contract requirements; and <br />® Public benefits of community farming activities { <br />Description: The Corninittee shall make recommendations to the Board of Selectmen about any <br />changes to be made to any aspect of community farming that could further benefit the community. <br />These commmunity farming activities do not include the community gardens that are located on Town- <br />owned land under the jurisdiction of the Conservation Coni nission. <br />Members of the Committee may also serve as members of the Evaluation Committee designated by the <br />Town Manager to recommend, in response to a Request for Proposals, an organization to operate <br />coininunity farming activities on Town -owned land. <br />Any and all recommendations of the Committee, including funding recommendations for facility <br />upgrades or in support of the committee's work, shall be made only to the Board of Selectmen unless the <br />Selectmen direct otherwise. The Board of Selectmen may choose whether to further these <br />recommendations, including presenting the request to Town Meeting, based on the Board's <br />detennination of what is in the best interests of the community. <br />Criteria for membership: The Committee shall consist of citizens with sufficient background to <br />understand the financial and operational activities of a community farm, as well as an understanding of <br />the benefits of community farming. <br />Prior to serving as a member of this Committee, appointees are required to: <br />1. Acknowledge receipt of the Sunnmary of the Conflict of Interest Statute. Further, to continue <br />to serve on the Committee the member must acknowledge annually receipt of the summary of <br />the Conflict of Interest Statute. Said suimnary will be provided by and acknowledged by the <br />Town Clerk. <br />2. Provide evidence to the Town Clerk that the appointee has completed the on -line training <br />requirement required by the Conflict of Interest Statute. Further, to continue to serve on the <br />Committee, the member must acknowledge every two years completion of the on -line <br />training requirement. <br />Ref The Board of Selectmen adopted the charge for the Community Farming Committee and <br />designated members as Special Municipal Employees on June 3, 2013. <br />
