Meeting Minutes for December 6, 2012
Attendees:
Betsey Weiss, Florence Baturin, Melinda Walker, Bob Pressman, Mary Haskell, Chris Kluchman,
Carol Marine, Harriet Cohen, Wendy Manz, Ken Kreutziger, Jennifer Van Campen (Metro West
Collaborative Development)
The meeting was called to order at 7:35 pm. Chris Kluchman chaired the meeting and Harriet Cohen
took the minutes.
1. Minutes
Betsey Weiss made a motion to approve the minutes of Oct. 25, 2012. Wendy Manz seconded
the motion. The motion was passed with 6 ayes, 0 nays and 1 abstention.
Ms. Weiss made a motion to approve the minutes of Nov. 15, 2012. Ms. Manz seconded the
motion. The minutes were amended to note that the meeting took place prior to the Housing
Production Plan Forum. 6 The motion was passed with 6 ayes, 0 nays and 1 abstention.
2. Report from Regional Housing Services:
Ms. Kluchman provided a brief update from Regional Housing Services.
3. Update on Housing Production Plan:
The list of possible housing sites has been updated and is available. At the Board of Selectmen
meeting, Aaron Henry said the Housing Production Plan would be ready in June or later.
4. HOME Consortium
The Lexington Housing Authority owns a 1 -level house on Mass Ave that is set aside for disabled
persons. A proposal was made to allocate HOME funds to bring this property up to code and to
renovate the house. The members of the BOS voiced support for the proposal to use $160K of
HOME funds for this work. No formal vote was taken regarding this project. [Aaron Henry
advised subsequently that the BOS must hold a public hearing concerning the proposal before a
formal vote.]
There was discussion at the Board of Selectmen meeting as to whether the HOME funds were
sufficient to justify the administrative support required for the HOME consortium. The BOS is
soliciting input as to whether Lexington should continue in the consortium.
Ms. Van Campen said that unused HOME funds would be passed into a pool, and each HOME
community could apply for the use of those funds. This allows towns to apply for a substantial
allocation rather than the accumulating funds over many years. She encouraged the LHP to send
a letter to the BOS supporting Lexington's participation in the HOME consortium.
Mary Haskell moved that the LHP respond to the Board of Selectmen with an endorsement of
the HOME consortium. Ms. Manz seconded the motion. The motion passed unanimously, with 8
aye votes. (The additional vote was provided by Ms. Marine who joined the meeting shortly
after the minutes were approved.)

5. Community Preservation Committee
The LHP needs to designate a member to the CPC to replace Ms. Weiss, who has resigned. The
LHP deferred action on the designation until its next meeting.
6. Recognition of Ken Kreutziger
Ms. Kluchman presented a certificate of appreciation from the LHP to Mr. Kreutziger. Ms.
Kluchman also presented to Mr. Kreutziger a proclamation from the Board of Selectmen
recognizing Mr. Kreutziger's contributions to affordable housing in the community of Lexington.
Mr. Kreutziger thanked the LHP and encouraged the LHP to continue its efforts on behalf of
affordable housing, particularly with respect to the Scottish Rite lands. Mr. Kreutziger is on the
Board of Metrowest Collaborative Development and will continue his work in support of
affordable housing in that venue.
The LHP then shared its own words of thanks and appreciation with Mr. Kreutziger. Mr.
Kreutziger reiterated his thanks and his appreciation to the LHP.
7. Motion to Adjourn
Ms. Marine moved to adjourn the meeting. Ms. Cohen seconded. The motion passed
unanimously.
