Meeting Minutes for December 20, 2012
Attendees:
Florence Baturin, Bob Pressman, Chris Kluchman, Mary Haskell, Harriet Cohen, Tom Harden,
Melinda Walker, Paul Linton, Jeri Foutter
The meeting was called to order at 7:40 pm. Chris Kluchman chaired the meeting and Harriet Cohen
took the minutes.
1. Minutes
Minutes of the meeting ; December 6. 2012 were not available for review.
2. Open Meeting Law
Lexington has a workshop once a year about open meeting law. The meeting is for committee
chairs. Melinda attended a training session as a member of the Housing Authority. She noted
the following as relevant to the LHP:
■ Email: email is to be used for purely administrative purposes, e.g., to set up meetings or
to distribute material or information. Discussion has to take place at an open meeting. If
you want to comment on the distributed material, reply only to the person who sent the
email.
■ If the committee asks the chair or any member to write a letter and the author seeks
comments over email, the author cannot send the letter until it is approved at an open
meeting. It is permissible to direct the chair or any member to write a letter and send it,
but comments are not permitted via email.
■ "New Business" is not specific enough for an agenda item. New Business items must be
specified.
The LHP discussed the open meeting law with the goal of understanding how to best apply the
law to the workings of the LHP.
3. LHP Appointee to the ,�ommunity Preservation Committee - - Deleted: CPC
Ms. Walker moved that Bob Pressman be appointed as the LHP representative to the
Community Preservation Committed. The motion was seconded by Florence Baturin. The
motion was passed unanimously (8 -0 -0).
4. Any other matters as might arise before the committee
Ms. Kluchman requested that Mr. Linton post a resource Ii for persons seeking affordable - - Deleted: sheet
on the web sheet. Aaron Henry had requested that Ms. Kluchman have the information
posted. Ms. Walker requested that Ms. Kluchman copy her on any requests for affordable
housing.

Ms. Haskell noted that she was misquoted in the Lexington Minute Man as to her statement at
the Board of Selectmen meeting on affordable housing at the Scottish Rite propert and would
be writing a letter to the Lexington Minute Man correcting the statement.
Mr. Pressman reported on the CPC Needs Assessment meeting on 12/19/12. The CPC reported
that (a) the sellers the Scottish rite property do not want affordable housing on their land;
and (b) the commander's house might be excluded in the sale.
