Attendees: Derek Fullerton, Ann Belliveau <br /> <br />Public Attendees: Tony Galaitsis, Anne Kelley, Ingrid Klimoff, Jim Sheehy <br /> <br />Heiger-Bernays called the meeting to order at 7:05 p.m. <br /> <br />The Board reviewed the minutes of the March 7, 2007 meeting. MacKenzie motioned to <br />accept minutes as amended. Feldman seconded. All approved. <br /> <br />The Board reviewed the data reports and the Public Health Nurse report. <br /> <br />Variance Requests for Adams and Pleasant Brook Pools – Heiger-Bernays motioned to <br />grant variances for one year with conditions that proper signage is posted according to <br />state regulations. Feldman seconded. All approved. <br /> <br />Article 40 Ad Hoc Committee: Engine Idling Campaign Presentation – Ingrid Klimoff <br />presented the proposed Article 16 that proposes a town bylaw for limiting engine idling <br />to five-minutes, clarifies local enforcement authority, and provides schedule of civil <br />penalties. The Board voted unanimously to support Article 16. <br /> <br />Town Meeting 2007; Revolving Account for Health Department – Fullerton informed the <br />Board that Town Meeting would be voting on approval of a revolving account for the <br />Health Department. This account will allow all Medicare reimbursements to be directed <br />into the account instead of the General Fund. The revolving account will allow for <br />purchase of supplies and contractors for future clinics. <br /> <br />31 Allen Street Environmental Study: Update – The Board was advised that both homes <br />with contaminated drinking water wells have provisions for potable water. One home has <br />been connected to municipal water and the other home is being provided with bottled <br />water until the home is connected to town water in late spring. One resident is refusing <br />to abandon his well, as he wants to use it in the future for irrigation purposes. In <br />addition, an irrigation well at another dwelling in the vicinity to 31 Allen Street that is <br />used for watering garden crops is being tested for contamination. <br /> <br />Old Reservoir: Sanitary Survey Update - Fullerton advised the Board that Carl Valente <br />placed budgeting for the survey within in the Recreation Department’s base budget. <br /> <br />Emergency Planning: Fullerton informed the Board on emergency planning that included <br />updates on planning for pandemic flu, the medical reserve corp., special populations and <br />Region 4A. <br /> <br />Fullerton advised the Board of the programs and services that have been contracted with <br />a Public Health Nurse. The work is funded from the additional hours available within the <br />existing public health nurse budget. <br /> <br />Heiger-Bernays motioned to adjourn. MacKenzie seconded.
